Frequently Asked Questions

Common questions about Arizona’s SAID program, the DASH platform, and how to get started.

What is a State Affordability Infrastructure District (SAID)?
A SAID is a special taxing district created under Arizona law that enables investors, developers, home builders and commercial developers to developers and homebuilders to access tax-exempt, non-recourse financing for eligible public infrastructure improvements. SAIDs are formed through the Arizona Finance Authority and do not require approval from individual cities or counties.
SAIDs can support homebuilding projects, land development, master-planned communities, infrastructure-heavy developments, and commercial or mixed-use projects — as long as the project requires eligible public infrastructure and meets the Arizona Finance Authority’s review criteria.
No. SAID formation requires approval from the Arizona Finance Authority only. No city, county, or other local government approval is required. This significantly simplifies the process compared to other public financing mechanisms.
SAIDs may finance public water and sewer systems, stormwater and flood control, transportation infrastructure, trails, lighting, traffic management, parks and recreation, public safety facilities, communications infrastructure, and other eligible public improvements. Soft costs and financing costs may also be eligible.
Yes. Bonds may be issued upfront to fund the construction of public infrastructure — rather than requiring the developer to build the infrastructure and wait for reimbursement.
SAID financing is structured to be non-recourse to the developer. The bonds are secured by the district’s taxing or assessment authority — not by developer guarantees or personal liability.
SAIDs may issue: (1) Limited Tax General Obligation (GO) Bonds, secured by ad-valorem property taxes; (2) Special Assessment Bonds, secured by assessment liens on benefited land; and (3) Revenue Bonds, secured by district fees or charges.
Timelines vary by project. Because the DASH team includes the professionals who designed the program and regularly engage with the AFA, DASH clients benefit from a faster, more predictable process than would be possible with an independently assembled team.
DASH manages reimbursements through the Launch Reimbursement System™ (LRS) — a purpose-built platform that tracks eligible costs, manages supporting documentation, accrues interest, and processes developer reimbursements.
Blackwood Advisors manages ongoing district administration — public meetings, required statutory postings, financial records, annual reporting, and board coordination — for the life of the district.
Contact the DASH team through the form on this site or reach out directly to Pam Giss at Launch Development Finance Advisors. DASH will review your project, assess whether SAID financing may be a fit, and outline next steps — quickly and without obligation.
