Jacquelyn Clink is principal of Blackwood Advisors and serves as District Manager for the DASH program. She provides the ongoing district management, public meeting coordination, statutory compliance oversight, financial record management, and board administration that sustains every SAID formed through DASH for the life of its bonds.
Jacquelyn brings experience managing special districts across multiple states — including districts comparable in structure to Arizona’s State Affordability Infrastructure Districts. Her work encompasses the full scope of district administration: preparing and conducting public board meetings, maintaining required financial records and disclosures, managing compliance with statutory reporting obligations, coordinating with bond trustees and paying agents, and serving as the ongoing administrative point of contact for district boards and bondholders.
At Blackwood Advisors, Jacquelyn has built a practice specifically focused on the ongoing management needs of infrastructure financing districts. Her deep operational experience ensures that every DASH district operates in full compliance with applicable law and that the administrative burden on developers is minimized throughout the life of the financing.
Jacquelyn’s participation in the development of the DASH program reflects a shared commitment to building a platform where district formation, financing, and administration are fully coordinated from day one. Her work as District Manager ensures that DASH’s promise of turnkey execution extends well beyond bond closing and through the full administration of each district.
