Sam Hartman is a senior member of D.A. Davidson’s public finance investment banking team and serves as Investment Banker for the DASH program. He brings significant experience structuring, pricing, and executing tax-exempt bond transactions for special districts, municipalities, and public entities across the western United States.
Sam leads the bond structuring and capital markets work for DASH engagements — developing financing structures tailored to each project’s timeline, infrastructure cost profile, and developer objectives. His work includes analyzing bond sizing capacity, structuring debt service schedules, coordinating the underwriting process, and managing investor engagement through pricing and closing. Sam draws on established relationships with institutional investors who actively participate in the special district and infrastructure finance asset class.
At D.A. Davidson, Sam has been involved in the structuring and execution of tax-exempt bond financings for a variety of public and quasi-public entities, with a focus on transactions that support community infrastructure development. His familiarity with the western U.S. investor community and with the mechanics of special district financing directly benefits DASH clients moving through the bond issuance process for the first time.
Sam’s participation in the development of the DASH program reflects D.A. Davidson’s commitment to bringing practical investment banking expertise to Arizona’s new SAID financing opportunity.
