Pam was integrally involved in the development and drafting of Arizona House Bill 2999, which created the State Affordability Infrastructure District framework. Her deep knowledge of the statutory structure, the Arizona Finance Authority approval process, and the mechanics of SAID formation makes her the strategic lead for every DASH engagement — from first conversation through district formation and bond issuance.
