Carter Froelich is the National Managing Principal of Launch Development Finance Advisors and is the licensed Municipal Advisor for DASH. Carter brings over 40 years of experience in public finance advisory, special district formation, and infrastructure financing strategy for residential, mixed-use, and master-planned development projects across the western United States.
Carter was directly involved in the drafting and development of Arizona’s SAID legislation, bringing a practitioner’s perspective to the statutory framework that governs the DASH program. His familiarity with the program from its earliest stages gives DASH clients access to financing strategy grounded in the actual intent and mechanics of the law.
At Launch, Carter works closely with developers to evaluate project fit, structure financing plans, coordinate the district formation process, and ensure that each SAID engagement moves efficiently from application through Arizona Finance Authority approval, district formation, and bond issuance. He specializes in understanding how land economics, development phasing, and financing structure interact to maximize project outcomes.
